What the Pepper network is
Pepper operates local deal-sharing communities. HotUKDeals is the UK site. Other countries have their own brands on the same family of product: deal threads, temperature, vouchers, apps, alerts.
That model needs scale, moderation, and usually an account for posting. It is good at national flash deals.
What sitting outside that network means
shopat.lol does not run country forums. It runs one public board. A Currys laptop and a US shop link can sit on the same list if people vote them there.
